The reorder looks routine until the printer says the usual stock is unavailable. Another white film can ship sooner. The artwork has not changed, and the sample looks similar, so purchasing is tempted to approve the replacement in the same email that confirms the delivery date.

Treat that message as a material change request. Approve the replacement against the jobs the finished label must perform, then identify which order, quantities and conditions the approval covers. Similar appearance and a familiar material family are useful descriptions; neither establishes that the previous approval transfers.

Ask what is actually changing

Request the current construction reference and the proposed reference side by side. Identify face stock, adhesive, liner, top coating and any finishing changes that the converter proposes. A supplier may keep proprietary formulation details confidential while still providing an identifiable product reference and the applicable technical information. Record that limitation rather than inventing a specification.

Ask whether the change affects only this purchase or becomes the new repeat-order standard. Those are different commercial decisions. A temporary substitute can be released for an identified run while the original remains the approved reference. A permanent change needs an updated purchasing specification so the next buyer does not unknowingly switch back.

The comparison should include converting and application requirements. A label can look right on a jar while its liner behaves differently in the dispenser. Conversely, a liner-only proposal may leave the retail appearance unchanged but still need confirmation of web handling and sensor compatibility.

Reopen the decisions that depend on the changed component

Start from the approved package and process. Is the label applied to dry glass before chilling, or to a cold filled container? Does the finish carry variable printing? Must the label peel cleanly at the end of use? List the conditions that made the original construction acceptable, then ask which of them are represented by the replacement evidence.

Do not commission an arbitrary full test programme simply because one reference changed. Equally, do not accept a supplier's broad statement of equivalence without knowing its scope. Ask the responsible technical reviewer to identify relevant checks and explain which existing evidence remains usable. Procurement coordinates this decision; it should not silently take over technical approval.

The adhesive comparison guide discusses differences between proposed systems. This change-control record answers the narrower order question: which evidence authorizes the exact replacement being purchased?

Use a substitution decision sheet

Field Current approved item Proposed substitute Release question
Construction identity Supplier and reference Supplier and reference Are all changed components identified?
Package coverage Container and relevant variants Intended coverage Is the same package represented?
Application route Temperature, surface and equipment Any changed settings What needs a line check?
Finished appearance Approved physical reference Proposed printed sample Is color or finish approval reopened?
Handling requirement Agreed exposures and inspection Relevant evidence Which conditions remain untested?
Documents Applicable statement and revision Replacement statement Does scope still match the intended use?
Commercial effect Price and confirmed timing Revised price and timing What additional cost or delay is accepted?
Approval boundary Existing specification Order, quantity and expiry Temporary release or permanent change?

Keep the supplier's original response attached. The sheet helps compare information; it is not a substitute for a material specification or a product-specific document. An unanswered field should remain open with an owner and a next action.

Run the comparison without changing everything else

Where physical trials are needed, use identifiable original and replacement samples on the actual package. Preserve the relevant artwork, label position and application method so the observations answer the intended question. If the printer must also change a finish, record that additional difference. A trial with several uncontrolled changes cannot tell the team which change produced the observed result.

Agree observation points and acceptance criteria before seeing the samples. Photograph the same areas, retain unused labels where practical and record the production references. A polished presentation sample can support appearance discussion but may not represent the printed, finished and wound construction proposed for the order.

For plastic packaging, the container variant register helps keep the tested bottle or tub identifiable. Do not extend a replacement approval to every product merely because the purchasing system lists them all as food labels.

Compare the real alternatives

Suppose a hypothetical sauce brand can wait for its original stock, qualify the substitute or reduce the first shipment while qualification continues. Waiting may protect an established specification but miss a planned packing slot. Substitution may preserve supply while adding sample work and uncertainty. A reduced shipment may support a limited launch while increasing freight or scheduling complexity.

Ask for actual proposals before attaching costs to those choices. There is no universal saving from accepting an equivalent stock, and no universal rule that a substitute is worse. The useful judgement is whether the evidence and commercial consequences support the particular order.

If the deadline arrives before the evidence, document the unresolved condition. A date pressure does not transform an inconclusive trial into approval. The responsible business and technical owners must decide whether to change the delivery plan or authorize a clearly bounded action consistent with their requirements.

Make the approval visible at delivery

Put the accepted construction reference on the order confirmation and ask how it will appear on the roll or carton identification. At receipt, check that the delivered item matches the authorized proposal. Keep the previous specification in history, and avoid mixing remaining original stock with substitute stock under one anonymous inventory code.

Link the change to the proof approval record. Unchanged artwork can retain its content approval while physical appearance or performance remains open. Those decisions should be recorded separately.
